You can also see the statue from where you board the ferry (South Ferry) but you can get closer if you take the Staten Island Ferry. It's a 30 minute ride and leaves every half hour. Beware of the people trying to sell you statue tours for $$$.

But while you wait there are usually some musicians and street performers to entertain you while you wait. Plus, you're in the park! They give a maximum of 2 tickets per person in line.
