We highly recommend that you rent a car as most places in Goa are not walkable.There are no UBER or hail-able taxis in Goa. So the best option is to rent a car from the Airport and keep it with you during your entire stay in Goa. If that's not possible, you could look at options of renting a car and driver for your entire stay.
